IBMC is expanding into high-volume blue-collar outsourcing and technical workforce delivery for manufacturing clients in Indonesia. We are seeking a seasoned professional to build and lead a scalable recruitment capability from the ground up, rather than learning on the job during live client delivery.
This is a build role, not a maintenance role. You will design the entire delivery model, establish sourcing infrastructure, and define productivity benchmarks that shape the team’s structure. Recruiters will be hired based on your design—not the other way around.
Where This Role Sits
You will report directly to the Chief People Officer and oversee the outsourcing and volume recruitment function, operating in parallel with IBMC’s existing talent acquisition teams. Recruiters, team leads, and operational support will be added under you as confirmed volume justifies it, based on defined triggers rather than projections.
What You Will Own
- Design a delivery model from client demand intake to worker mobilization and first day on-site, ensuring processes are documented rather than improvised per order
- Build and manage sourcing infrastructure, including partnerships with vocational schools (SMK), training institutions, community networks, sourcing agents, regional vendors, and field recruitment channels
- Maintain a regional pipeline across industrial zones to ensure orders can be fulfilled where clients operate, not just in one location
- Develop high-throughput mass screening and selection processes, including onsite hiring events and batch interviewing, while maintaining quality at scale
- Streamline batch onboarding and documentation, including contracts, BPJS registration, medical checks, and worker files, ensuring compliance without gaps
- Establish productivity and cost models for volume blue-collar hiring, providing defensible recruiter productivity and cost-per-hire figures critical for manpower planning
- Enforce compliance discipline, ensuring each order adheres to the correct legal structure and that delivery lines remain distinct
- Collaborate with our worker platform team to co-design sourcing and screening flows, ensuring technology aligns with operational realities
- Lead the team build-out, recruiting, training, and managing recruiters, team leads, and operational support as volume confirms
The Compliance Boundary You Will Work Within
Indonesian outsourcing regulations restrict what can be delivered under specific structures. Violations carry significant risk for both IBMC and clients. Your role is to uphold these boundaries, not circumvent them.
- Alih daya (labour outsourcing): Permitted only for support functions like security, cleaning, drivers, warehouse, and general operational roles
- Recruitment-only delivery: Core production-line roles must be handled by the client as the direct employer, with IBMC managing only sourcing and delivery—not acting as a third-party employer
- Technical service contract: Applies to drone, PLC, and industrial robotics maintenance and service work, delivered as contracted outcomes rather than personnel supply
First Six Months: Success Milestones

Requirements
- Proven experience running volume blue-collar or industrial recruitment in Indonesia, at a scale of tens to hundreds of placements—not low-volume professional or white-collar hiring
- Direct experience with outsourcing or labour supply delivery, including operational and compliance mechanics—not just sales-side involvement
- Working knowledge of Indonesian labour regulation, particularly PKWT, BPJS, and current alih daya restrictions under Permenaker 7/2026
- Track record of building sourcing channels from scratch, especially non-digital channels like SMK partnerships, agent networks, and field recruitment—not relying solely on job boards
- Comfortable operating in industrial zones and manufacturing environments, including travel to client sites
- Able to define and document processes, as part of the role’s value lies in the systems you leave behind
- Fluent in Bahasa Indonesia and proficient in English
Useful but not required
- Experience with technical or certified trades hiring (e.g., PLC, industrial automation, electrical certification pathways)
- Exposure to Chinese-invested manufacturing clients in Indonesia, or Mandarin language capability
- Experience working alongside a product or platform team on recruitment tooling
