IBMC is expanding into high-volume blue-collar outsourcing and technical workforce delivery for manufacturing clients in Indonesia. We are seeking a seasoned professional to build a scalable recruitment capability from the ground up, rather than learning it during live client delivery.
This is a build role, not a maintenance role. You will design the delivery model, establish the sourcing infrastructure, and set productivity benchmarks that the rest of the team will follow. Recruiters will be hired based on the operation you design, not the other way around.
Where this role sits: You will report directly to the Chief People Officer and lead the outsourcing and volume recruitment function, operating parallel to the existing IBMC and EOR talent acquisition team. Recruiters, team leads, and operational support will be added under you as confirmed volume justifies them, based on defined triggers rather than projections.
What You Will Own:
- Design a delivery model from client demand intake to worker mobilization and first day-on-site, ensuring a documented, end-to-end process rather than improvisation per order
- Build and manage sourcing infrastructure, including partnerships with vocational schools (SMK), training institutions, community networks, sourcing agents, regional vendors, and field recruitment channels
- Maintain a regional pipeline of candidates across industrial zones, ensuring orders can be filled where clients operate
- Design high-throughput mass screening and selection processes, including onsite hiring events and batch interviewing, while maintaining quality at scale
- Oversee batch onboarding and documentation, including contracts, BPJS registration, medical checks, and worker files, ensuring compliance without gaps
- Establish productivity and cost models for volume blue-collar hiring, providing defensible recruiter productivity and cost-per-hire figures critical for manpower planning
- Enforce compliance discipline, ensuring each order adheres to the correct legal structure and that delivery lines remain distinct
- Collaborate with our worker platform team to co-design sourcing and screening flows, ensuring technology aligns with operational realities
- Lead the team build-out, recruiting, training, and managing recruiters, team leads, and operational support as volume confirms
The Compliance Boundary: Indonesian outsourcing regulations restrict what can be delivered under specific structures. You will be responsible for upholding these boundaries, not working around them. Key restrictions include:
- Alih daya (labour outsourcing): Permitted only for support functions such as security, cleaning, drivers, warehouse, and general operational support
- Recruitment-only delivery: Core production-line roles must have the client as the direct employer, with IBMC handling only sourcing and delivery, never acting as a third-party employer
- Technical service contract: Drone, PLC, and industrial robotics maintenance and service work must be delivered as contracted service outcomes, not as personnel supply
First Six Months: Success Milestones

Requirements:
- Proven experience running volume blue-collar or industrial recruitment in Indonesia, at a scale of tens to hundreds of placements, not professional or white-collar hiring at low volume
- Direct experience with outsourcing or labour supply delivery, including operational and compliance mechanics, not just the sales side
- Working knowledge of Indonesian labour regulation, specifically PKWT, BPJS, and alih daya restrictions under Permenaker 7/2026
- Track record of building sourcing channels from scratch, particularly non-digital channels such as SMK partnerships, agent networks, and field recruitment
- Comfortable operating in industrial zones and manufacturing environments, including travel to client sites
- Able to define and document processes, as part of the value of this role is the legacy you leave behind
- Fluent in Bahasa Indonesia and proficient in English
Useful but not required:
- Experience with technical or certified trades hiring (e.g., PLC, industrial automation, electrical certification pathways)
- Exposure to Chinese-invested manufacturing clients in Indonesia, or Mandarin capability
- Experience working alongside a product or platform team on recruitment tooling
