The Problem

At Flock, our products make a big impact in public safety, carrying significant responsibility around privacy, safety, and ethics. As public safety technologies and their regulatory frameworks expand across communities, compliance requirements and policy questions grow in complexity. You will lead the effort to conduct legal research, track legislative changes, and draft critical communications for customers, communities, and elected officials, ensuring every message balances legal accuracy with policy-driven perspective to build lasting transparency and trust.

What You'll Own

  • Conduct comprehensive legal research and legislative tracking to evaluate federal, state, and local regulations impacting public safety technology.

  • Draft and review critical communications for customers, elected officials, and public safety stakeholders to ensure accuracy and policy alignment.

  • Partner cross-functionally with Legal, External Affairs, and Communications teams to align messaging with regulatory obligations.

  • Analyze emerging legislative trends in privacy and public safety regulation to proactively support compliance strategies.

  • Develop policy position materials that help Flock navigate public safety technology regulation and mitigate business risk.

What This Role is Not

  • This isn't an external lobbyist position, you'll collaborate closely with External Affairs, but your primary focus is legal research, policy analysis, and cross-functional drafting.

  • This is not a generalized corporate legal counsel role, your focus is specifically tuned to public safety technology regulation, legislative tracking, and compliance communications.

  • This isn't a high-volume litigation role, your core responsibility centers on policy research and proactive messaging review rather than managing courtroom disputes.

What You Bring

  • The ideal candidate will have attended law school and bring post-graduate public-sector experience, along with strong legal research, legislative analysis, and regulatory tracking skills.

  • Demonstrated ability to perform precise legal research, analyze legislative proposals, and track regulatory changes.

  • Strong track record of partnering cross-functionally across legal, communications, and external affairs teams.

  • Proven ability to review and refine high-stakes communications with close attention to detail and policy sensitivity.

  • Deep analytical skills to distill complex statutory requirements into clear, actionable recommendations.

  • A background in law or public policy, with experience in government, legal, or policy-focused environments welcomed.

Flock Safety is a comprehensive public safety operating system and security hardware network designed to eliminate crime and build safer communities. The company is most widely recognized for its proprietary Automated License Plate Recognition (ALPR) cameras, which capture actionable vehicle data—such as license plates, vehicle make, type, color, and unique identifying features (like roof racks or bumper stickers). Under the hood, Flock Safety combines solar-powered, infrastructure-free hardware with an advanced, cloud-based machine learning platform. This software instantly cross-references captured vehicle data against state and national crime databases (like the FBI's NCIC), sending real-time alerts to local law enforcement when a stolen or wanted vehicle enters a monitored area. Their primary target audience spans a wide spectrum, including thousands of local police departments, Homeowners Associations (HOAs), property managers, school districts, and commercial businesses. What sets Flock Safety apart in the physical security space is its ethical, privacy-first approach to surveillance—data is strictly encrypted, automatically deleted after 30 days by default, does not use facial recognition, and is expressly not sold to third parties, striking a unique balance between proactive crime prevention and community privacy.
