Significance Inc. is seeking a Senior Database Administrator to support an upcoming federal program (contingent upon award). This position is primarily remote, with occasional onsite support at the Department of Labor (DOL) office in Washington, DC, as needed. This position requires the ability to obtain and maintain a Public Trust.

The U.S. Department of Labor runs its books on NCFMS, an Oracle E-Business Suite platform that moved roughly $70 billion in FY 2024 for about 1,600 users. You will be the hands-on, day-to-day owner of the Oracle database tier across every NCFMS environment. You keep those environments healthy, fast, secure, and recoverable, and you are the escalation point when a production database problem threatens a payment run or a closing deadline.

Objective: sustain the health, performance, security posture, and recoverability of the NCFMS database environments day to day, and resolve escalated production database issues within the contract service levels.

Required Skills:

  • 9 years of progressive database administration experience, six (6) of those nine years administering Oracle E-Business Suite in a production
  • Administer Oracle RDBMS: installation and configuration, hardening and security controls, tablespace management, and data integrity.
  • Tune and monitor database performance; size and plan capacity.
  • Administer the Oracle middle tier: install Middleware products, deploy application processes, harden middleware, and manage SSL certificates.
  • Execute backup, restore, and instance overlay; backup encryption; RPO-driven daily secure backup with off-site transfer and media access control.
  • Run COOP and Disaster Recovery: DR setup, DR-to-production synchronization, recovery at primary or alternate facility, and annual contingency plan testing.
  • Manage the multi-instance lifecycle across Development, QA/Test, UAT, Training, COOP/DR, and Production under an approved Instance Management Plan.
  • Operations, monitoring, and performance:
  • Monitor performance and system availability against the contract uptime requirement, excluding scheduled outages.
  • Monitor and manage business-critical nightly batch processing.
  • Security and compliance:
  • Working knowledge of NIST SP 800-53 Rev. 5, FISMA, and DISA STIGs as applied to database and middleware hardening.
  • Process and communication:
  • Operate under a documented SDLC and a Change Control Board approval process, preparing deployment plans in advance of production migration.
  • Produce written client deliverables: monthly metrics, patch compliance status reports, system technical status reports, hardware and software inventory lists, and the annual outage calendar.

Desired Skills:

  • Federal financial system DBA experience at CFO Act agencies
  • Experience with Tungsten MarkView and Capture invoice imaging and workflow integrated with Oracle Payables.
  • Experience supporting PIV-card Single Sign-On integration with Microsoft Azure for an Oracle EBS environment.
  • Experience supporting REST APIs for custom-developed screens and a ReactJS custom user interface layered on Oracle EBS.
  • Database-side experience supporting the interfaces: G-Invoicing, CARS, SPS, IPP, Data Act Broker, SAM, NFC, PMS, GrantSolutions, FPDS-NG, ETS2/Go.Gov, CIRA, the Trust Fund Interface, the Citibank Purchase Card interface, and the other interfaces.
  • Familiarity with the Oracle Federal Financials modules and the end-to-end processes for: Accounts Payable, Accounts Receivable, General Ledger and Sub-Ledger Accounting, Budget Execution, Fixed Assets, Purchasing and Requisitions, Purchase Cards, and Procure-to-Pay.
  • Automation and scripting proficiency for monitoring, health checks, and change migration.
  • Storage Area Network utilization monitoring, redundancy, and configuration input experience.
