Town Web and HeyGov are seeking a highly creative and ambitious Head of Marketing to lead their marketing department. These brands, along with ClerkMinutes, form a suite of tools designed specifically for municipal clerks.
About Us
We are a small, bootstrapped company approaching $3M in ARR, competing against large, private-equity-owned firms with deeper resources. Our marketing must excel in both creativity and execution—unique campaigns, multi-channel outreach, disciplined measurement, and sophisticated execution to convert attention into pipeline.
Our customers are municipal clerks from cities, counties, and municipalities of all sizes. They are busy, under-resourced, and highly practical. They also communicate with each other, which is why exceptional marketing is crucial.
Our products are tailored for clerks and work together as a cohesive suite. ClerkMinutes became widely adopted due to its standout marketing, and your role will push this success across the entire portfolio. We operate on the EOS methodology, and the marketing department’s cadence—including L10s and quarterly Rocks—will be under your leadership.
The Role
- Develop strategy and positioning across the entire portfolio and lead the department’s EOS operating cadence.
- Drive demand and revenue by building a qualified pipeline for Sales through targeted campaigns and initiatives. Success is measured by pipeline generation.
- Execute full-channel campaigns, including conferences, webinars, direct mail, PR, and outbound efforts alongside digital and paid strategies. Clerks trust in-person engagement, so you will participate in these events.
- Oversee lifecycle marketing from first touch to customer, including the technology, tracking, and attribution systems behind it.
- Set the quality bar for copy, design, campaigns, and launches as the final reviewer.
- Collaborate with Product and Sales on go-to-market strategies, including new product launches, beta testers, and formal product releases.

We are looking for a creative strategist and enthusiastic builder who can lead from the front lines. Think of a special-forces team leader—planning the mission and being the first to execute it. This role requires setting strategy and diving into execution alongside the team.
You will work closely with copywriters, internal product managers, the sales team, and data/attribution specialists using tools like Salesforce. While you will have a team, this is not a “manager of managers” role.
AI tools like Claude or Codex are part of your daily workflow, helping you quickly adapt to new tools like GEO or GA4. You must also know how to work with a highly creative founder—prioritizing ideas, pushing back on unworkable concepts, and ensuring the best ideas are executed.
This role suits someone comfortable working without a finished playbook and who prefers being in the work rather than overseeing it.
Requirements
- Exceptional enthusiasm and creativity.
- Proven experience leading a marketing function and being accountable for its results.
- Ability to make a traditional or crowded category stand out with original ideas.
- AI is central to your workflow, and you are comfortable with code to build or fix small things yourself.
- Hands-on experience with paid acquisition across Meta, Google, LinkedIn, and Bing, and the ability to run SEO and GEO using AI tools.
- Experience with direct mail, paid ads, conferences, PR, or other high-attention channels, and willingness to travel to meet clerks and attend conferences alongside Sales.
- Background in B2B SaaS, with experience managing employees, contractors, and agencies.
Nice to have: Experience in GovTech or public-sector marketing, managing multiple products, and building measurement systems from scratch. Familiarity with EOS is a plus!
