Code for America believes government can work for the people, by the people, in the new digital age, and that government at all levels can and should work well for all people. For more than a decade, we’ve worked to show that with the mindful use of technology, we can break down barriers, meet community needs, and find real solutions.

Our employees build and transform government and community tools and services, making them so good they inspire change. We merge the best parts of technology, nonprofit, and government to help support the people who need it most.

With a focus on transparency and fairness, and deep empathy for partners in government and community organizations and the people that our partners serve, we’re building a movement of motivated change agents driven by meaningful results and lasting impact.

At Code for America, you contribute to exciting work while learning and developing in a supportive and flexible environment. Our compensation and benefits are holistic and thoughtfully curated to represent our employees and our mission. Help us drive real generational change that lasts.

Code for America is looking for a talented Associate Director of Government Partnerships who will secure and grow the government partnerships that allow Code for America to achieve its mission. They’ll own a set of agency accounts and serve as the primary relationship lead for each, identifying opportunities, carrying them through to signed agreement, and handing off cleanly to delivery. They’ll also help shape our offerings based on what they hear from partners, maintain the pitch materials and account records our teams rely on, improve how opportunities move through the pipeline, mentor colleagues, and surface market insights that drive greater impact over time.

About the role:

We’re seeking a results-oriented Associate Director of Government Partnerships to expand the reach and long-term impact of Code for America’s programs. This role will:

  • Own a portfolio of state and local government accounts, building strong relationships and managing opportunities from first conversation through signed agreement
  • Help shape what we offer agencies and how we pitch it, working with program, product, and engineering teams
  • Own the pitch materials and partnership infrastructure behind this work, including decks, case studies, and accurate account records

The ideal candidate has a proven track record of securing commitments and signed agreements from state and local agencies, and a working knowledge of how governments approve and execute philanthropically funded agreements. They’ve managed a partnership pipeline, pitched advisory and/or technology services, and navigated government decision-making to get agreements signed.

A good fit is strategic, entrepreneurial, relationship-oriented, organized enough to keep account and pipeline data current, and committed to Code for America’s mission of making government services work well for the people who need them most.

This role will report to the Director of Strategic Partnerships and is expected to travel no more than 10% of the time.

Code for America is based in California and can employ those who reside full-time within the United States. This is a remote position.

In this position you will:

  • Account management and deal execution
    • Own a portfolio of state and local agency accounts, building trusted relationships across leadership and program staff
    • Develop account plans that identify partner needs, priorities, and opportunities for new or expanded work
    • Lead discovery, pitch, and scoping conversations, then write tailored proposals, SOWs, MOUs, and decks and drive follow-up
    • Lead the cross-functional path to signature across Legal, Privacy, Security, and delivery teams, and partner with the Associate Director, Business Development when work runs through procurement
    • Manage clean handoffs to delivery teams, including partner context, commitments made, and open risks, and stay engaged as the account lead after launch
  • Offering and pitch development
    • Work with program, product, and engineering teams to shape what we offer government partners, at what scope, and with what value proposition
    • Identify and qualify target agencies, and bring account-level insights back to inform offerings and priorities
    • Test new pitch approaches and share what works across the Strategic Partnerships team
  • Pitch materials and partnership infrastructure
    • Own and improve pitch materials, including decks, case studies, one-pagers, and reusable proposal language
    • Partner with Marketing and Communications on case studies and supporting materials
    • Keep account and pipeline records accurate, and provide regular updates to leadership
    • Improve the processes and templates for moving opportunities from first conversation to signature
  • Internal collaboration and ecosystem support
    • Represent the voice of government partners in product decisions, and communicate product strategy and priorities back to partners
    • Support the Development team on proposals and grant reporting tied to your accounts
    • Build relationships with civic tech organizations, advocates, and intermediaries working with the same agencies
    • Mentor colleagues on Strategic Partnerships best practices
  • Other duties as assigned
    • Engage in ad hoc projects and initiatives as the organization’s needs evolve

About you:

This position is a perfect fit for someone with state and local government partnership experience who wants to help agencies launch services that reach more of the people they serve.

  • At least 5 years of professional experience, including at least 2 years securing partnerships or contracts with state and local government agencies
  • A proven track record of taking government partnerships from first conversation to signed agreement, including MOUs, data sharing agreements, and SOWs
  • Experience managing government accounts or relationships and growing them over time
  • Ability to help shape the offer and build the pitch, including what to lead with and who to target
  • Exceptional written communication, especially follow-up emails, proposals, MOUs, and slides
  • Ability to manage multiple accounts and opportunities at once while keeping quality high across proposals, follow-up, and records
  • Subject matter awareness of public sector human services, such as safety net benefits and/or the tax benefits system
  • Strong collaborator and skilled negotiator who advocates for Code for America and the people we serve with empathy and humility
  • Curiosity about emerging AI tools and a commitment to using them responsibly and effectively
  • A deep commitment to Code for America’s mission of making government services work well for the people who need them most

It’s a bonus if you have:

  • Professional or lived experience with public benefits programs like SNAP, TANF, Medicaid, child care, housing, EITC, and others.
  • Digital service, agile, and human-centered government experience.
  • Knowledge of and relationships with other partners in the civic technology ecosystem.

Code for America is a premier, enterprise-grade civic technology non-profit powerhouse engineered to revolutionize public safety net delivery and build human-centered government software pipelines. Operating as a trailblazer in government technology modernization, the organization eliminates the operational friction of traditional state and federal social services—which historically suffer from multi-hour paper application backlogs, complex eligibility criteria, and unclaimed safety net funding—by seamlessly deploying human-centered digital tools, automated record-expungement algorithms, and accessible mobile-first benefits portals. Moving beyond legacy government software contracts, Code for America partners directly with local, state, and federal agencies to dynamically transform SNAP, WIC, tax credit, and criminal justice workflows with elite, scalable, and audit-ready precision. Under the hood, its sophisticated proprietary operational infrastructure—bolstered by its Safety Net Innovation Lab, Clear My Record intake automation engines, and GetCalFresh/MNBenefits eligibility parsers—natively handles high-volume benefit application processing, automated SMS client engagement, and multi-state system integrations, providing the necessary foundation for equitable public service delivery. What sets Code for America apart is its uncompromising dedication to digital equity and civic innovation; by bridging the gap between modern technology practices and government infrastructure, the non-profit enables state partners to unlock billions in unclaimed benefits, streamline access for millions of low-income families, and establish an unassailable benchmark for civic technology.
