Catalpa International

Catalpa International (operating at catalpa.io) is a human-centred design and technology organisation dedicated to transforming public service delivery and development aid in the Asia-Pacific. Founded by Anders Hofstee and Onorio Pauna, the company bridges the gap between traditional aid models and modern, data-driven solutions. Unlike conventional development approaches, Catalpa integrates behavioural insights, digital technology, and agile methodologies to create sustainable, locally tailored interventions. Its platform combines service design, data analytics, and software engineering to build systems that capture project and service data—enhancing transparency, accountability, and efficiency in managing over $650 million in development funding annually. Governments and aid organisations leverage Catalpa’s tools to improve service delivery, prevent non-communicable diseases (NCDs), and embed technology into community-based programs, such as the Samtuku project in Timor-Leste. With a multidisciplinary team spanning designers, developers, and researchers, Catalpa ensures solutions are both innovative and deeply rooted in user needs.
