Program Manager (VA Health Portfolio) – Remote

About the Role:

The Program Manager will support the Department of Veterans Affairs (VA) Health Portfolio, overseeing IT program management, project management, technical management, financial management, functional planning, and documentation analysis for the Enterprise Program Management Office (EPMO) Enterprise Program Management Division (EPMD). The VA Health Portfolio focuses on developing and executing quality IT projects to address the needs of Veterans and healthcare providers through the management of healthcare information and sustainment of production software.

Key Responsibilities:

Oversee and manage all aspects of a fast-paced project, serving as the direct interface with the client. Responsibilities include:

• Managing project schedules, milestones, deliverables, and budgets in accordance with Federal and VA standards;
• Ensuring quality customer service and providing guidance on technical solutions;
• Maintaining strong working relationships with all customer staff;
• Preparing for and conducting meetings, presentations, and briefings related to all phases of the product lifecycle to meet VA and TISTA program goals;
• Managing complex project-related issues and implementing solutions involving architecture, design, schedule, technology, methodology, tools, human-centered design, components, and change management, including client walk-throughs, user acceptance testing, and required documentation;
• Providing applications business and systems analysis, supporting long and short-range plans for product selection, requirements analysis, systems development, maintenance, and operations following the systems lifecycle, including production releases;
• Participating in PI Planning activities to ensure product and business owner requirements are met;
• Serving as a liaison to business and technical stakeholders to ensure project success.

Qualifications and Requirements:

Required:

• A Bachelor’s degree and 15 years of relevant experience (or 10 years of additional experience substituting for education);
• Strong technical and business understanding of agile development;
• Experience with Product Line Management, preferred;
• Good understanding of security-related policies, procedures, and regulations;
• Sense of urgency to meet goals, objectives, and deadlines;
• Strong interpersonal and human relations skills;
• Excellent written, verbal, and presentation skills;
• Ability to communicate technical concepts to non-technical personnel;
• Ability to work with people of varied technical backgrounds and management levels;
• Solid technical integration skills;
• Proven analytical skills;
• Ability to read, analyze, and interpret business requirements, system documentation, and technical procedures;
• Understanding of cloud environments (MS Azure, AWS) and experience with migration of systems to the cloud;
• Ability to quickly learn new tools supporting project management, applying agile and SAFe methodologies;
• Awareness of VA-approved governance models, IT infrastructure frameworks, Technical Reference Model, operating environments, infrastructure and application performance monitoring toolsets, and government compliance regulations (NIST, FISMA, 508, and similar IT, OMB, and congressional mandates).
