The Learning & Development Specialist (Go To Market) is a contract role responsible for designing and developing high-quality learning solutions that build critical sales enablement capabilities across Harbor’s Client Engagement / Delivery organizations. This is a 5–6-month engagement.

This is a hands-on individual contributor role responsible for designing, developing, and implementing learning solutions in support of GTM priorities. The Specialist will independently drive assigned learning workstreams from needs assessment and design through development and implementation, working directly with business leaders and subject matter experts to understand learning gaps and translate them into effective learning solutions.

The role requires strong instructional design and content development expertise, project management capabilities, excellent communication skills, and an understanding of how professionals learn and operate within a fast-paced professional services or consulting environment. The role will work within established GTM priorities and program direction, partnering closely with Learning & Development to ensure learning solutions align with Harbor’s overall learning approach and standards, onboarding experience, brand, UGE, and broader learning ecosystem.

Key Responsibilities:

Instructional Design & Content Development:

  • Partner with GTM leaders and subject matter experts to identify learning needs and translate business priorities, knowledge gaps, and complex subject matter into clear learning objectives and effective learning solutions.
  • Design and develop practical, engaging learning experiences across multiple modalities, including instructor-led and virtual learning, digital learning, presentations, toolkits, job aids, practice activities, assessments, and reinforcement resources.
  • Apply adult learning and instructional design principles to recommend appropriate learning approaches, modalities, sequencing, and reinforcement within established program priorities.
  • Curate and adapt existing internal and external content where appropriate to accelerate development and create cohesive learning experiences.
  • Develop facilitator guides, participant materials, exercises, case studies, knowledge checks, and other resources to support effective delivery and application.
  • Ensure learning materials are polished, consistent, accessible, and aligned with Harbor’s learning and brand standards.

Learning Project Management:

  • Independently manage assigned learning projects from initial discovery through development, launch, and evaluation.
  • Develop and manage project plans, timelines, milestones, deliverables, dependencies, and stakeholder responsibilities.
  • Coordinate content development and review cycles across Delivery leaders/subject matter experts, Client Engagement, L&D, and other stakeholders.
  • Manage multiple concurrent learning initiatives while maintaining quality and meeting agreed-upon timelines.
  • Proactively identify risks, dependencies, scope considerations, and potential barriers and recommend solutions to keep projects moving forward.
  • Facilitate effective project meetings, design sessions, content reviews, and stakeholder discussions.

Stakeholder Management & Business Partnership:

  • Build effective working relationships with GTM leaders, subject matter experts, Learning & Development, and cross-functional partners.
  • Lead discovery conversations with stakeholders and SMEs to understand business context, target audiences, performance gaps, and learning needs.
  • Apply instructional design expertise to recommend effective learning solutions within established GTM priorities and program direction.
  • Synthesize stakeholder and SME input into clear learning requirements, content, and deliverables.
  • Communicate effectively with stakeholders at varying levels of the organization, including senior leaders, and proactively manage feedback, decisions, and next steps.
  • Demonstrate strong business acumen and an understanding of the pace, client orientation, and performance expectations of a professional services environment.
  • Partner with external learning/content providers as needed, coordinating inputs, reviews, and deliverables and ensuring resulting content meets defined business and learning requirements.

Learning Technology & Implementation:

  • Develop and maintain digital learning content using tools such as Articulate 360.
  • Support the implementation and launch of learning experiences through Workday Learning, including course setup, testing, learner journeys, materials, and launch readiness as appropriate.
  • Conduct quality assurance and testing to ensure learning content and experiences function as intended.
  • Leverage learning technology and AI-enabled tools, where appropriate, to increase the efficiency and scalability of content development.

Measurement & Continuous Improvement:

  • Define appropriate measures of learning effectiveness based on learning objectives and desired business outcomes.
  • Develop assessments, knowledge checks, surveys, and other mechanisms to evaluate learner understanding and experience.
  • Review learner feedback, stakeholder input, and available learning data to identify opportunities for improvement.
  • Recommend enhancements to learning content, delivery approaches, and supporting resources based on data and feedback.
  • Capture lessons learned and reusable content or approaches that can support future learning initiatives.
