The IT Project Manager provides comprehensive project management support for IRS Criminal Investigation (IRS CI) client technology operations. This role oversees planning, coordinating, monitoring, and controlling activities across the CMSS task order, including endpoint services, asset management, depot operations, software packaging and deployment, test lab operations, user support, organizational readiness, and related technology initiatives.
The IT Project Manager ensures work is delivered on schedule, within scope, in accordance with defined performance standards, and aligned with IRS CI objectives, Service Level Objectives (SLOs), security requirements, policies, and operational standards.
Key Responsibilities
- Develop, maintain, and update an Integrated Master Schedule (IMS) covering all subtasks, dependencies, milestones, deliverables, and period-of-performance activities.
- Coordinate planning and execution across CMSS workstreams to maintain task integration, resource alignment, and timely delivery of services.
- Identify, document, assess, and manage program risks and issues, including mitigation, escalation, and contingency planning.
- Monitor program performance against SLOs, key performance indicators (KPIs), milestones, deliverables, and other defined performance measures.
- Prepare and deliver weekly, biweekly, and monthly status reports covering schedule status, risks, issues, accomplishments, performance trends, and planned activities.
- Develop executive-level briefings, dashboards, and other reporting products that communicate program status, trends, risks, and performance insights.
- Facilitate program reviews, governance activities, stakeholder meetings, decision forums, and other program-level engagements.
- Track action items, decisions, dependencies, and commitments through resolution.
- Support scope, schedule, budget, resource, and change management across technical initiatives.
- Manage configuration and change control for workstation images, baseline settings, software packages, deployment artifacts, and related updates.
- Ensure program documentation, reporting, and execution activities comply with IRS policies, security requirements, quality standards, and operational procedures.
- Evaluate program performance and recommend process improvements, efficiencies, and corrective actions.
- Support communication and collaboration among technical teams, business stakeholders, leadership, and customer representatives.
- Provide leadership and coordination necessary to drive issue resolution and successful delivery from project initiation through closure.
Requirements
- 5–8 or more years of experience in IT project or program management within enterprise environments.
- Demonstrated experience leading end-to-end project delivery, including scope, schedule, budget, risk, resource, stakeholder, and change management.
- Experience managing cross-functional technical teams and coordinating multiple concurrent workstreams.
- Experience supporting technical initiatives such as infrastructure, endpoint services, software packaging and deployment, asset management, or related enterprise IT operations.
- Demonstrated ability to develop and maintain integrated schedules, track dependencies, monitor milestones, and manage deliverables.
- Experience identifying and managing risks, issues, action items, and mitigation plans.
- Strong written and verbal communication skills, including the ability to prepare status reports and briefings for executive-level audiences.
- Experience developing or using KPIs, dashboards, performance reports, and data-driven program insights.
- Ability to facilitate governance forums, stakeholder meetings, working groups, and decision-making sessions.
- Ability to manage competing priorities and deliver results in a structured, compliance-focused environment.
- Preferred Qualifications
- Project Management Professional (PMP) certification.
- Agile, Scrum, or other project management certification or formal training.
- Experience supporting federal government, IRS, law enforcement, or other regulated environments.
- Experience with client endpoint management, workstation lifecycle operations, software deployment, or IT service management.
- Familiarity with configuration management, security controls, service-level management, and operational readiness activities.
