DoWEA Program Lead

The DoWEA Program Lead will lead the successful implementation of The Literate Brain: Developing Pedagogical Content Knowledge in the Science of Reading and Science of Writing (Grades PK–5), a multi-year professional learning initiative for the Department of War Education Activity (DoWEA). This role will own the program’s strategy and execution, connecting cognitive science and evidence-based literacy research to practical classroom application across educators, school leaders, instructional support specialists, and headquarters subject-matter experts.

The Program Lead will partner across Amplify teams and with DoWEA leadership to deliver a coherent, high-quality professional learning experience. The Program Lead will oversee implementation planning, role-specific professional learning, train-the-trainer preparation, asynchronous learning, evaluation and reporting, senior-leadership briefings, risk management, and delivery quality. The position requires deep knowledge of the Science of Reading and Science of Writing, exceptional professional learning design expertise, and meticulous attention to detail to ensure high-quality PK–5 learning experiences and adherence to government program requirements.

Essential Responsibilities:

• Own the program strategy and implementation plan for the DoWEA’s Literate Brain: Developing Pedagogical Content Knowledge in the Science of Reading & Writing scope of work, translating contract requirements into clear milestones, roles, deliverables, evaluation measures, and success criteria.
• Lead the design of Science of Reading and Science of Writing professional learning aligned to the DoWEA scope of work.
• Oversee PD delivery across live, virtual, train-the-trainer, regional, district, headquarters, and asynchronous experiences, ensuring instructional parity, grade-band relevance, and incorporation of practices that support effective PK–5 classroom application.
• Serve as a trusted partner to DoWEA stakeholders and coordinate internal contributors through clear communication, deliverable tracking, risk and issue resolution, and timely escalation of matters affecting scope, quality, schedule, or customer outcomes.
• Ensure successful coordination of digital resource deployment, system compatibility, accessibility, data protection, and ongoing support requirements.
• Lead evaluation, reporting, and continuous improvement, including creation of applicable evaluation instruments, annual reports, and facilitation of annual senior-leadership briefings.
• Travel domestically and internationally, as required, to support DoWEA regional and headquarters meetings.

Minimum Qualifications:

• 5-7 years of relevant professional experience in literacy, education, professional learning, curriculum and instruction, or a related field.
• Deep knowledge of the Science of Reading, Science of Writing, Structured Literacy, cognitive science, and pedagogical content knowledge, with demonstrated ability to apply that knowledge to PK–5 instruction.
• An advanced degree in literacy, reading, curriculum and instruction, education, or a related field, or nationally recognized expertise in literacy or education.
• Demonstrated professional learning design and facilitation expertise, including experience designing, facilitating, and/or overseeing exceptional evidence-based learning experiences for elementary educators, instructional coaches, school leaders, or comparable audiences.
• Meticulous attention to detail, with a demonstrated track record of producing accurate, polished deliverables and managing complex workstreams with minimal errors.
• Demonstrated successful oversight of at least one elementary-school professional learning or coaching program implementation in a school system.
• Ability to travel domestically and internationally (current passport required) and work effectively across U.S. and international time zones.
• Ability to satisfy customer-required background, security, privacy-training, and installation-access requirements; U.S. citizenship may be required for work involving DoWEA personally identifiable information or controlled unclassified information.

Preferred Qualifications:

• Advanced specialized training in the Science of Reading and Writing.
• Experience working with learning management systems and demonstrated technical fluency in supporting digital learning implementation, platform integrations, accessibility, and user access.
