The role of Deputy Director involves leading the Programs Department on strategic and operational efforts across the full lifecycle of contract management, enabling growth, and supporting the Director of Program Management.
Key Responsibilities:
- Strategically and operationally support the goals of the Programs Department, including developing technical solution frameworks, policies, and procedures to ensure sustainability and scalability.
- Liaise with business development teams to scope proposals and new contracts, advising on technical solutions, staffing models, pricing, feasibility, risks, and mitigation strategies. This role is supporting, not proposal-writing or sales-focused, but aims to enable higher win rates and more successful, profitable delivery.
- Collaborate with the Finance department to establish an estimate at completion (EAC) process, improving budgeting, forecasting, and contract monitoring.
- Serve as a backup for the Director of Program Management, representing the Programs department in various working sessions and briefings across headquarters departments.
- Act as Transition Program Manager for new contracts, including scoping work, leading technical kick-offs, hiring contract staff, and developing program management deliverables and tools for the first 60-90+ days to ensure a smooth transition into sustainment.
- Serve as interim Program Manager for contracts during vacancies until permanent replacements are hired, and potentially manage contracts long-term.
- Liaise with customers, Arlo headquarters departments (e.g., finance, contracts, HR, recruitment, security), and teaming partners.
- Build effective relationships with government personnel, including the Contracting Officer Representative (COR) and government event leads.
- Solve complex, tactical assignments to ensure client satisfaction.
- Create project management deliverables to manage and oversee contract terms and manage teams.
- Manage contract risks, develop processes, and monitor to ensure high-quality outcomes.
- Design and execute administrative processes, including detailed tracking of deliverables and milestones.
- Facilitate materials for bi-weekly status meetings with Program Managers and gather information for headquarters reporting as needed.
- Conduct 30- and 60-day check-ins with new staff as backup.
- Manage and develop deliverables on indefinite delivery/indefinite quantity (IDIQ) and government-wide acquisition (GWA) contracts.
- Assist with other special projects and duties as assigned.
