At Broadway Ventures, we transform challenges into opportunities with expert program management, cutting-edge technology, and innovative consulting solutions. As an 8(a), HUBZone, and Service-Disabled Veteran-Owned Small Business (SDVOSB), we empower government and private sector clients by delivering tailored solutions that drive operational success, sustainability, and growth.

Broadway Ventures seeks an experienced, detail-oriented Contracts & Finance Manager to join our Corporate team. Reporting to the Chief Operating Officer, the Contracts & Finance Manager will own contract administration, financial management, forecasting, and federal pricing across Broadway’s portfolio of prime contracts and subcontracts supporting federal healthcare and IT programs. The role works closely with the CEO, COO, Project Managers, Accounting, Human Resources, Recruiting, and Proposal/Business Development to keep every contract compliant, funded, and profitable.

Contract Administration

  • Maintain complete and accurate files for all prime contracts and subcontracts.
  • Independently track periods of performance, option periods, funding, ceilings, CLINs, labor categories, and contractual requirements.
  • Track, review, and process contract modifications.
  • Maintain a company-wide contract calendar covering period of performance expirations, option exercises, funding needs, reporting deadlines, and other critical dates.
  • Coordinate with Project Managers on upcoming contract actions and customer requirements.
  • Monitor funding and burn rates and flag ceiling or funding issues early enough for corrective action.
  • Support contract closeouts, compliance documentation, subcontract administration, and review of subcontractor invoices.
  • Serve as the company’s internal resource on FAR and DFARS matters.

Accounting and Financial Management

  • Work with the Accounting Manager on the monthly close, accounts payable, and accounts receivable.
  • Support payroll processing and reconciliation.
  • Produce monthly profit and loss, balance sheet, and cash flow reporting.
  • Coordinate with the company’s outside CPA and accounting partners.
  • Maintain accounting controls and support government contract accounting compliance.

Forecasting and Management Reporting

  • Prepare and maintain the annual budget and rolling revenue and cash flow forecasts.
  • Work with Project Managers to forecast revenue by contract, track gross margin and profitability by contract, and monitor indirect rate performance.
  • Build monthly financial and contract dashboards for leadership.
  • Identify negative trends, funding concerns, and margin deterioration early enough for leadership to act.

Federal Pricing and Proposal Support

  • Lead or substantially support pricing for proposals, task orders, modifications, and recompetes.
  • Develop labor rate and compensation models, indirect rates, escalation, and fee assumptions.
  • Own or substantially contribute to cost and price volumes.
  • Review solicitations for contractual, pricing, and compliance requirements and flag concerns to leadership.

Leadership and Process Documentation

Document contracts, finance, and pricing processes so institutional knowledge resides with the company rather than with any one individual.

Required Qualifications

  • A Bachelor’s degree in accounting, finance, or business, or an equivalent combination of education and experience.
  • 8 to 15 years of relevant experience in federal contracting, government contract accounting, or comparable military roles.
  • Demonstrated experience in federal contract administration and government contract accounting.
  • Experience managing federal funding, budgets, and contract actions across the acquisition lifecycle, gained in either military or civilian roles.
  • Experience developing and monitoring indirect rates.
  • Working knowledge of the FAR and DFARS.
  • Experience with Costpoint, Unanet, or a comparable government contract accounting system.
  • Highly detail-oriented and organized, with the ability to manage multiple contract, reporting, and proposal deadlines.

Preferred Qualifications

  • Military experience is strongly preferred, particularly in contracting, comptroller, resource management, or acquisition roles.
  • Hands-on experience pricing federal proposals and task orders.
  • Experience as a DoD Contracting Officer or Contracting Officer’s Representative (COR).
