Overview
DLH is seeking a senior former talent executive to serve as a strategic advisor and contributor supporting capture shaping, proposal inputs, and delivery readiness for anticipated NIOSH IT services work and other related NIOSH mission programs as assigned.
The Advisor will leverage deep familiarity with NIOSH priorities, stakeholders, and operating constraints to help DLH develop credible, outcome-driven solutions and to support compliant customer engagement and market research efforts. This role is intended to inform decisions, strengthen solution quality, and reduce execution risk.
Responsibilities
Strategic Advisory and Shaping Support (Pre-RFP)
- Provide insight on NIOSH mission priorities, modernization drivers, and common operational constraints that should shape DLH’s approach.
- Support compliant customer and industry engagement by helping develop call plans, question sets, and learning objectives. Capture and Business Development remain accountable for execution.
- Translate observed customer pain points into solution considerations that remain appropriate for pre-solicitation shaping, including ATO friction, enclave constraints, uptime needs, and surge expectations.
Proposal Inputs and Solution Validation (Contributor Role)
- Participate in solution sessions and reviews to provide content inputs, risk identification, and practicality checks on staffing, cost, and transition feasibility.
- Review draft approaches and provide written recommendations for technical approaches, CONOPS, transition sequencing, and governance.
- Provide red-team style feedback on clarity, credibility, and customer resonance, without serving as the proposal manager or volume owner.
Delivery Readiness and Transition Advisory
- Advise DLH delivery leadership on early execution risks and mitigations, including startup sequencing, governance cadence, ATO stability, and stakeholder alignment.
- Help define first 90 days success measures and an operating rhythm that fits NIOSH culture and constraints.
Broader NIOSH Program Support (As Assigned)
- Provide strategic inputs to DLH on additional NIOSH mission programs, registries, and research support initiatives as assigned, with emphasis on stakeholder context, operational realism, and data and privacy governance considerations.
Scope Boundaries
- The Advisor does not own capture management, proposal management, pricing, or volume leadership.
- The Advisor provides inputs, reviews, and strategic guidance to strengthen solution quality and customer alignment.
Corporate Commitment
- Support DLH engagements in a manner consistent with applicable ethics and post-employment restrictions and procurement integrity requirements.
- Maintain professional discretion and document customer engagement notes as required.
- Operate as an advisor and contributor embedded with capture and delivery teams as needed.
Qualifications
- Bachelor’s degree required; advanced degree preferred.
- 12 or more years of progressively responsible experience in federal mission environments; an ideal candidate would be a former senior government leader with experience equivalent to GS-15.
- Demonstrated executive experience in IT modernization, governance, cybersecurity and ATO realities, enterprise shared services, or mission-critical systems environments.
- Strong executive communication and stakeholder advisory skills.
- Preferred: Prior CDC or NIOSH leadership or direct NIOSH modernization experience.
- Preferred: Familiarity with federal IT governance, security compliance, and portfolio modernization patterns.
- Ability to obtain and maintain a Public Trust Clearance
- Limited travel expected to CDC or NIOSH locations as required for customer engagement, capture support, or transition planning.
Basic Compensation: $100 - $120 per hour
