Position Overview

We are seeking an experienced, operationally mature Program Officer to support the technical, administrative, logistical, and managerial deployment aspects of our project implementation frameworks across Burundi and South Sudan. Operating inside our international programs ecosystem, you will monitor grant metrics, oversee annual field budgeting procedures, coordinate donor report compliance pipelines, and serve as the essential strategic liaison between field operations, tech advisors, regional teams, and fundraising advancement squads.

Key Responsibilities

  • Operational Oversight & Monitoring: Provide technical monitoring of country office activities to guarantee absolute compliance with global reporting parameters, metrics submissions, and financial accounting processes.
  • Grant & Contract Compliance: Audit ongoing contracts, donor agreements, and Memoranda of Understanding (MOUs) to meet institutional guidelines and rigorous field criteria.
  • Budgetary Framework Assembly: Lead and orchestrate annual multi-entity project budgeting workflows, tracking that data submissions align with regional strategies and quality baselines.
  • Donor Telemetry & Reporting: Collect, clean, and consolidate monthly, quarterly, and annual internal donor logs from country teams, packaging them systematically for final executive evaluation and resource mobilization loops.
  • Stakeholder & Logistical Liaison: Act as the prime coordinator between home office advancement squads, Regional Directors, and field operations, managing international travel logic and stakeholder risk communications.
  • External Representation: Represent World Relief across technical networking channels, partner roundtables, and international conferences to project program accomplishments and foster institutional alliances.
  • MEAL Synchronization: Partner beside the Monitoring, Evaluation, Accountability, and Learning (MEAL) squads to process annual field survey models and record operational lessons learned.

Required Skills & Qualifications

  • Bachelor’s or Master’s degree in Project Management, International Relations, Development Communications, or a related quantitative operational discipline.
  • Minimum of 5 to 10 years of verified professional experience working directly within established non-governmental organizations (NGOs) or United Nations (UN) agencies.
  • Deep administrative command managing contract frameworks, multi-jurisdictional logistics, and international field allocations.
  • Advanced analytical thinking with the capacity to manage complex operational challenges impartially by drawing upon structured references and resources.
  • Excellent oral, written, and graphic presentation communications capability to distill programmatic parameters into impactful summaries.
  • Demonstrated experience coordinating with professional support staff across multicultural, multi-linguistic, and distributed field environments.
  • Proficiency navigating productivity stacks and dashboard systems including MS Office, Teams, Monday.com, Asana, and Power BI dashboards.
  • Faith-Based Framework: Strong commitment to the mission and values of World Relief; adherence to Christian faith standards is a prerequisite for employment under specific federal Title VII guidelines.
  • Location Context: Remote-first working framework open to qualified international professionals based across Rwanda or Nairobi, Kenya (International Remote option).
