Overview

DLH is seeking a strategic and execution-focused Program Manager to support both capture and program execution activities for the anticipated National Institute for Occupational Safety and Health (NIOSH) Office of the Director for Information Technology (ODIT) IT Services contract. This role will support pre-RFP shaping, proposal development, and post-award transition and delivery readiness.

The Program Manager will serve as a technical and operational advisor to Capture, Business Development, and Proposal leadership while leveraging deep familiarity with NIOSH, CDC, and federal IT modernization environments. This individual will help drive strategic capture activities, support the development of winning technical approaches, and help position DLH for successful program execution following contract award.

The role requires strong relationships within the CDC/NIOSH ecosystem, deep knowledge of NIOSH IT applications and modernization initiatives, and experience managing large-scale federal IT service portfolios supporting informatics, data governance, cybersecurity, and enterprise shared services initiatives.

Responsibilities

Capture Strategy & Pre-RFP Support

  • Provide subject matter expertise supporting capture strategy, shaping activities, and customer engagement for the NIOSH ODIT IT Services opportunity.
  • Provide insight into NIOSH mission priorities, modernization initiatives, and operational pain points to support solution differentiation.
  • Support capture leadership in identifying incumbent personnel and assisting in transition planning and LOI development to ensure workforce continuity.
  • Support competitive intelligence and customer landscape assessments leveraging CDC and NIOSH relationships.
  • Participate in call planning, customer engagement strategy, and capture gate reviews.
  • Provide detailed operational and technical insights into existing NIOSH applications, systems, and shared services platforms.
  • Support the development of staffing strategies aligned with NICE Framework workforce roles and NIOSH staffing models.
  • Assist in developing win themes and value propositions aligned with NIOSH modernization and IT transformation priorities.

Proposal Development & Solution Engineering

  • Participate in technical solution sessions, discovery workshops, and proposal development activities.
  • Support development of:
  • Technical approaches
  • Concepts of Operations (CONOPS)
  • Graphics, workflows, and solution diagrams
  • Transition plans and workforce strategies
  • Management and governance models
  • Provide technical content supporting IT modernization, enterprise shared services, and application portfolio transformation initiatives.
  • Support development of implementation roadmaps for IT infrastructure, cloud migration, and data modernization initiatives.
  • Contribute to cost realism and staffing validation activities.
  • Support drafting and review of proposal technical volumes, management plans, and transition approaches.

Program Execution & Post-Award Readiness

  • Provide leadership supporting transition and execution readiness following contract award.
  • Support development of integrated program governance structures, performance metrics, and reporting frameworks.
  • Provide guidance for agile delivery, sprint execution, and cross-functional team integration.
  • Support the development of project schedules, risk management plans, and operational delivery models.
  • Collaborate with customer stakeholders to ensure alignment with Enterprise Performance Life Cycle (EPLC), CDC governance requirements, and NIST/NICE workforce standards.
  • Support coordination across multidisciplinary teams, including developers, architects, cybersecurity engineers, and data scientists.

Customer & Technical Insight Development

  • Maintain awareness of NIOSH IT service priorities, including:
  • Enterprise shared services platforms
  • Application modernization initiatives
  • Data governance and analytics initiatives
  • Cloud migration and infrastructure transformation
  • Cybersecurity and compliance initiatives
  • Provide recommendations regarding modernization strategies, system disposition planning, and technology adoption roadmaps.
  • Provide insight into customer expectations for modernization, sustainment, and innovation initiatives.

Workforce Transition & Relationship Management

  • Assist with identifying, recruiting, and transitioning incumbent staff supporting the NIOSH environment.
  • Support development and execution of Letter of Intent (LOI) acquisition strategies.
  • Maintain strong professional relationships within CDC, NIOSH, and partner organizations.
  • Collaborate with internal recruiting and HR teams to align staffing plans with customer expectations and contract requirements.
  • Serve as a trusted advisor to DLH leadership on workforce and technical environment considerations.

Corporate Commitment

  • Agree to support DLH exclusively in the pursuit and execution of the NIOSH IT Services opportunity, as well as other opportunities as assigned.
  • Participate in capture planning, proposal development, and program execution support activities as required.

Qualifications

  • Bachelor’s degree in Information Technology, Computer Science, Health Informatics, Engineering, or related field.
  • Minimum of 12 years of experience managing large federal IT or informatics programs.
  • Demonstrated experience supporting CDC, NIOSH, or other HHS agency IT modernization initiatives.
  • Experience managing multi-application IT portfolios, data initiatives, or shared services implementations.
  • Experience supporting federal IT governance frameworks, including EPLC, NIST, and FISMA compliance.
  • Experience managing cross-functional technical teams supporting application development, data management, infrastructure, and cybersecurity initiatives.
  • Demonstrated experience managing or supporting capture and proposal development efforts.
  • Proven experience working with Agile, Waterfall, or hybrid delivery models.
  • Experience supporting IT modernization, cloud transformation, or enterprise application portfolio management initiatives.
  • Strong stakeholder engagement and executive communication skills.
  • Limited travel expected to CDC locations as required for capture activities, customer engagement, or program transition support.
  • Ability to obtain and maintain Public Trust clearance.
  • Preferred: Project Management Professional (PMP®) certification or equivalent.
  • Preferred: Agile certifications such as PMI-ACP, SAFe, or Scrum certifications.
  • Preferred: Experience supporting NIOSH or CDC IT modernization initiatives.
  • Preferred: Experience supporting enterprise shared services and data governance initiatives.
  • Preferred: Familiarity with NICE workforce framework and role-based staffing models.
  • Preferred: Experience supporting IT shared services platforms or large-scale application enclave implementations.
  • Preferred: Experience with Azure DevOps, Jira, or similar agile delivery platforms.
  • Preferred: Prior experience supporting transition planning for large federal contracts.
  • Desired: Strong customer intimacy within CDC and NIOSH organizations.
  • Desired: Demonstrated success supporting capture activities and solution engineering.
  • Desired: Ability to translate operational insight into competitive technical solutions.
